list-style: none;">今年5月6日，美国参议院对允许各州对网店征收销售税的“市场公平法案”进行投票，最终以69票对27票通过。白宫认为该法案将削弱网购的价格优势，一定程度上解决实体店沦为线下体验店的局面，州外销售低于100万美元的网店将被豁免，目前，各州仅可向在本州有实体形式的网店收销售税。法案仍需众议院通过。</p><h3 style="margin-bottom: 8px; list-style: none; list-style: none;">张近东还表示，“自由竞争并不意味着可以不用交税，这哪怕在西方也是一个道理，如果一批企业不交税，另外一批企业要交税，这样的竞争是不公平的竞争，不是自由竞争，更不要说制假贩假。”</p><h3 style="margin-bottom: 8px; list-style: none; font-family: 微软雅黑; font-size: 16px;">C2C卖家或将深受影响</h3><p style="margin-bottom: 10px; list-style: none;">2012年，中国电子商务零售交易额已达到1.2万亿，占社会零售商品总额7%。其中，天猫、京东、1号店等B2C平台上卖家均需纳税，所谓“对电商征税”更多的影响C2C卖家，也即个人卖家。</p><p style="margin-bottom: 10px; list-style: none;">根据目前个体工商户起征点的规定，个体工商户增值税起征点月销售额为2万元，不到此额的免税。超过2万元全额征税，税率为小规模纳税人3%，连续12个月销售额超过80万元的必须认定为一般纳税人，税率为17%。</p><p style="margin-bottom: 10px; list-style: none;">淘宝方面曾表示，目前有94%的淘宝卖家年营业额在24万元以下，大多数并不在征税范围内。</p><p style="margin-bottom: 10px; list-style: none;">前述《第一财经日报》报道称，据业内人士计算，一家年销售额100万元的C2C电商，利润按10万元算，如果交税，要交增值税、教育费附加、城建税及企业所得税等，共约8.866万元，净利润仅约1万。其中，企业所得税按企业净利润的25%算，小企业税率减半是12.5%，所得税为1.25万元。</p></section></div>
